Institutions that answer to citizens
Citizens and member states would be represented in two parliamentary chambers. A European government would answer to that parliament, with clear checks and balances on its power.

What this means in practice
- A European voice on your ballot
An additional EU-wide constituency would let voters choose a transnational list alongside their constituency vote.
- Exchanges more people can afford
Better financial support would help pupils, trainees, students, researchers and teaching staff take part in exchanges.
- Climate action across borders
A renewable energy union, more efficient buildings and sustainable transport would support a common response to climate change.
- Freedom to move
Free circulation and the absence of internal border checks would be protected as a fundamental right in the federal constitution.
